Irene was born in Lima, Peru on October 20, 1932, to Raymundo Vega and Delfina Aldave Vega. After getting her bachelor's degree in college, she worked for a financial company in Peru. Irene fell in love and married Victor E. Perez on February 10, 1957. They moved to America and settled in Chicago, Illinois. She started a family and had two children Victor and Myrna. Irene and her husband loved traveling, visiting family and friends, and doing family activities around the city. She had a passion for sewing and became a secretary and seamstress for a fashion company. Her love for sewing was known by all her family and her craft was carried over to her daughter and grandchildren. She loved making doll clothes out of fabric scraps and making her own label on clothes she would sew. She enjoyed putting together puzzles, cooking, and coloring with her daughter, grandchildren, and great-grandchildren. She loved hearing the noise of the grandchildren and great-grandchildren in the house. Irene enjoyed going to church, going to eat at buffets, and playing at different casinos when she could. She leaves behind lifetime memories with her Daughter Myrna R. Perez-Rocha, her grandchildren Victor Perez, Martina Arana-Rodela, Mark Arana Jr, Mariah Arana, and Michael Arana and their spouses, her great-grandchildren Angelina, Izzabella, David Jr., Anastacia, Dominick, Amelia, Phoenix, and Zoey.
