Elwood P. Moger passed away on Thursday, August 25, 2022 in El Dorado Hills, California. He was born in Greenwich, Connecticut to Elwood L. Moger and Marie D. Moger. After attending Greenwich High School, where he excelled in sports and academics, Elwood attended Cornell University and earned a B.S. degree in Industrial and Labor Relations. While attending Cornell, he was the Vice President of the Cornell Student Union, which served the campus student body. He was also a member of the Phi Kappa Psi Fraternity and Cornell’s Sphinx Head Honorary Society.
Upon graduation from Cornell, he married Martha M. McCauley of Greenwich, Connecticut and they had two children together. Following his graduation from Cornell University, he was commissioned an officer in the U.S. Naval Reserve and served for two and one half years at the U.S. Naval Receiving Station in Norfolk, Virginia managing the processing of over 10,000 Atlantic Fleet personnel separations annually.
With his release from the U.S. Navy as a Lieutenant in 1962, Elwood joined Stauffer Chemical Company at its corporate office in New York City. He advanced rapidly with Stauffer from New York to Los Angeles then on to San Francisco as Manager of Employee Relations for over 25 manufacturing plants and research labs spread throughout the Western U.S. While at Stauffer, he developed and administered the company’s first college recruiting program, its first affirmative action plan and successfully represented the company in a numerous labor negotiations and unionization attempts.
In 1970, Elwood was enticed to join a new management team brought in to save Aerojet General Corporation from bankruptcy. He spent his early years reorganizing and developing the divisional human resource staffs employing some 200 professionals at Aerojet while successfully addressing challenging labor relations issues that substantially impacted the corporation’s profitability. As Aerojet recovered from any threat of bankruptcy, he contributed significantly to the acquisition of diverse new businesses expanding the company into a worldwide conglomerate. He retired early in 1993 after many successful contributions to Aerojet.
Following his retirement, Elwood was selected by the Presiding Judge of the El Dorado County Superior Court as Foreperson of the El Dorado County Grand Jury and served from July of 1994 to June of 1995. His jury conducted and reported upon a record number of investigations of local governments and presented to the court two accusations against public officials for malfeasance in public office.
Upon leaving his grand jury service, Mr. Moger founded in 1995 the El Dorado County Grand Jurors’ Association dedicated to supporting the county’s sitting grand juries. He led the local county association as President until 2002 when he was elected President of the California Grand Jurors’ Association, an organization dedicated to supporting all county grand juries throughout the State of California.
As President of the California Grand Jurors’ Association from 2002 to 2004, he led a major reorganization effort that advanced the association’s training of most new grand jurors in the state each year, established the formation of local county chapters to better publicize and support local county grand juries, and increased communications with sitting grand juries and the general public.
He is survived by his beloved soul mate of 37 years, Charlotte A. Tilson of El Dorado Hills, CA, a son, Keith E. Moger of Palm Springs, CA, Charlotte Tilson’s daughters Yvonne Hendrix of Redway, CA and Yvette Jones of Gold Beach, OR, and his former wife Martha M. Moger of Exeter, New Hampshire. Mr. Moger’s parents predeceased him.
Mr. Moger requested no services upon his death and will be buried in a family plot of many generations in Rye, New York.
