Frances was born to Charles and Mary Seery in Santa Fe NM in 1935 and raised in Belen, NM. She graduated in 1953 from Belen High School and attended Hotel Dieu School of Nursing from 1953-1955. Frances married Ray Shaw on September 12, 1955 and went on to finish her nursing degree at the Regina School of Nursing in Albuquerque, graduating in 1957.
While raising 6 children, Frances began her nursing career at Hotel Dieu Newborn Nursery working as a nurse and head nurse from 1960 to 1975. She worked in the private offices of Drs. Bennett, Budwig, McNeil and Verosky from 1966 to 1969 and later as Director of Nursing Services for Newark Clinic in south El Paso teaching prenatal, delivery and child care classes to patients. In 1972, she attended a specialization course in High Risk Maternal Neonatal Care at the University of Colorado in Denver. In 1975, and before Neonatologist, she became Nurse Manager of the Intensive Care Nursery at Providence Memorial Hospital.
In 1977, she became Nurse Manager of the Intensive Care Nursery at R. E. Thomason General Hospital. She was responsible for initiating an alternative staffing policy by which they employed nurses specializing in neonatal care from other hospitals to fill vacancies. She developed and implemented a Grandmother Program for touch and comfort babies and reorganized and established a more effective discharge planning process. She left her hospital career to become the School Nurse and Wellness Coordinator at Parkland High School in 1987. While at Parkland HS, she facilitated a successful AA program for high school students returning from treatment centers who wanted to stay sober. She also developed an intoxication investigation technique and screening process for the detection of alcohol and drug abuse, which she shared with over 100 other school nurses at the Texas State Nursing Association Conference. She taught prenatal classes and provided a place for pregnant teens and teenage parents to come and discuss their problems and worked closely with Project Redirection in helping develop a Student Assistance Program on campus. In 1995, she was selected Ysleta Independent School District’s Nurse of the Year.
Her church and community affairs played a vital role in her life. She volunteered at Father Thomas' Food Bank and Clinic in Juarez and assisted in providing women with prenatal care instruction. She was a long time member of St. Joseph Catholic Church and a devout member of Open Arms Catholic Charismatic Prayer Group. At Open Arms, she coordinated and worked as a prayer room leader, taught conversational prayer and contemplative prayers for healing codependency, worked with their food bank and served as Chairman for the Catholic Evangelization and Renewal Conference from 1980 to 1985. She began a neighborhood group that gathered every Monday to recite the rosary.
Frances was a devoted wife, mother and friend. She was a devout and prayerful woman who was often called up to pray for friends and family in need. Her true passion was her family and her love for having all of them gathered in her home.
