Tim was born August 24, 1951 in Davenport to John and Margaret (Kenny) Morrissey. He graduated from Assumption High School and was a 1993 graduate of Iowa State University College of Veterinary Medicine. He married Susan Lubiano on July 19, 1997, whom he shares a daughter, Colleen, with.

Tim practiced veterinary medicine for 28 years, retiring from the USDA in 2021. In his free time, he loved creating in his wood working shop, gardening, doing crosswords, and reading. He had a love for knowledge and never stopped learning outside of the classroom.

Survivors include his wife, Susan; daughter, Colleen; and sisters-in-law Helen (Baker) Morrissey and Barb (Egger) Morrissey. He is preceded in death by his parents, brothers John Morrissey Jr., Mgsr. Michael Morrissey, and Patrick Morrissey.
