He was born in Kansas City, Mo. to Loie A. Brinegar and John Thomas Williams. When his parents passed away early in his life, he went to live with his Aunt Dottie and Uncle Jimmy Fisk at the age of six to whom he was eternally grateful for accepting him into their family.
He lived in the Kansas City area until leaving to attend the University of Missouri. Afterwards he joined and served in the Navy for six years, four of which were spent on a submarine during World War II.

After the war. he was first employed by Sinclair Oil Company in Kansas City and later by Atlantic Richfield Oil Company. Though he moved around to several cities in the US, he always referred to Kansas City as home. In 2005, he and his wife Jane decided to move from Jonesboro, AR to the Dallas area to be with their son John and his family.
He has also been very interested in sports and followed most of the Kansas City teams wherever he lived. Until moving to Dallas, he was also an avid bicyclist that rode over 500 miles a year.
