Father Rodriguez was born in San Luis Potosí on March 19, 1940 to Francisco Rodriguez and Maria Angela Ventura. He was ordained a priest of the Archdiocese of San Luis Potosí, Mexico, on Oct. 27, 1968, where he went on to serve as vicar of Guadalcazar, San Sebastian parish on two occasions; Prefect of Discipline of the Minor Seminary; chaplain of Rerum Regesta de la Palabra Encarnada; treasurer of the Minor Seminary; and vice rector of the Minor Seminary. In June of 1991, he was named the main sacristan of the Metropolitan Cathedral of San Luis Potosí. While with the archdiocese, he was appointed to numerous roles, including Ecclesiastical Judge of the Judicial Vicariate (May 15, 1994), Canon Penitentiary of the Cathedral (March 5, 1993), Diocesan Director for the Apostleship of Prayer (Sept. 15, 1994), Tribunal Judge on the alleged miracle of Blessed Juan Diego (June 11, 1996), and Spiritual Director to the Christian Family Movement (Oct. 17, 2000). Father Rodriguez came to the Diocese of Dallas in 2001, serving as a parochial vicar at the Cathedral Shrine of the Virgin of Guadalupe and St. Cecilia Catholic Church. He was incardinated into the Diocese of Dallas in 2008, where he served in active ministry until his retirement in 2018. In his retirement he served as Sacramental Minister at Santa Teresita/San Juan de los Lagos in West Dallas and living in Irving.

Bishop Gregory Kelly, Auxiliary Bishop of Dallas will preside at vigil service at 8 p.m. Monday, Dec. 14, at the Cathedral Shrine of the Virgin of Guadalupe in Dallas. Bishop Edward J. Burns and brother Priests will concelebrate the Mass of Christian Burial on Tuesday, December 15, at 10:00 am, also at the Cathedral. Burial will follow in the Priest Circle of Calvary Hill Cemetery.
