Although born in Michigan, Joyce was a California native from a very early age. As a young girl she enjoyed her passion for ballet and held dear the memory of having had the privilege of performing in the Nutcracker. Joyce attended Fullerton Union High School and graduated in 1963. While a student there she was Freshman Homecoming attendant, FFA Sweetheart, and a member of the Featherettes Drill Team. After high school Joyce went to Fullerton Jr. College and was named "A Woman of Distinction" when she graduated. She began her working career at 18 years of age as a switchboard operator for Pacific Bell Telephone Company, also known as "Ma Bell" and later called AT&T, from where she retired approximately 35 years later. During Joyce's early years there she had the honor of working at the AT&T pavilion at Disneyland, an especially treasured memory for her. Over the years Joyce worked in a variety of roles in the course of her employment including working on the main frame and later providing information and technical guidance from a central office to telephone linemen and repairmen working in the field. Once retired from AT&T, she continued to be employed for several additional years with her final job working alongside her husband, Dean, at his business, Pacific Management Service.
