Charles grew up in West Virginia and attended high schools in Weston, Clendenon and Pine Grove, West Virginia before enlisting in the army for WWII on his 17th birthday. He was so intent on joining the army that he began running away from home when he was 15. His mother promised to sign his enlistment papers when he turned 17 and she followed through on that promise. He served as a Corporal in the 2nd Infantry Division, 38th Regimental Combat Team, and the 10th Mountain Division at Camp Carson, Colorado. He also played on the army football team while in the service.
Upon discharge from the army, he attended and graduated from West Virginia University, where he was a member of Sigma Chi Fraternity. He then attended and graduated from the University of Virginia School of Law, where he was a member of Sigma Nu Phi Legal Fraternity. He was licensed to practice in October, 1952, after his second year. He assisted the Jenner sub-committee during law school.
Charles met his wife Elizabeth Ann while in law school where she worked for the dean of the law school. They were married in November, 1953, at Christ Episcopal Church.
Charles began his legal career as an associate with Walter Ball in New Martinsville, WV. While he and Elizabeth Ann lived in New Martinsville they belonged to the Episcopal Church and the Magnolia Yacht Club. They then moved to Clarksburg, WV, and Charles began to work for the Hope Natural Gas Company. His work had him traveling, working on leases and rights of way. Both of their children were born in Clarksburg, WV.
Charles and Elizabeth Ann moved to Virginia in 1959 and he began practicing law in Charlottesville. He joined Henry B. Gordon in the firm of Gordon & Haugh and after that he and Steve Helvin joined together as Haugh & Helvin. He last practiced law with his son Lair Dayton as Haugh & Haugh.
He served as Associate Judge of the Juvenile and Domestic Relations Court for the City of Charlottesville, and as a Substitute Judge of the 8th Regional Juvenile and Domestic Relations Court.
He ran for Albemarle County Commonwealth’s Attorney twice, being elected in November 1971.
He was past president of the Virginia Society of the Sons of the American Revolution (1969), was a member of the Lions Club, was a member of the American Legion Post 74, coached football for Rock Hill Academy, and served on the Monticello District Committee of the Boy Scouts of America.
While living in Charlottesville, Charles and Elizabeth Ann were members of Christ Episcopal Church, where Charles taught Sunday School and was Junior Warden; and later The Church of Our Savior Episcopal Church.
