He enlisted in the military as a young man and completed his education while serving. He was a member of the Pennsylvania Army National Guard, the United States Marine Corps and the US Navy. A decorated Marine combat veteran of the Korean War, he continued his postwar service as a member of the Naval Construction Battalion. He served in N. Africa, New Foundland, the Caribbean and the continental United States.
A fifty-three year member of the United Association Plumbers and Pipefitters Local Union 520 he served as a delegate to the UA Constitutional Convention and as a member of the finance committee. As UA Certified Instructor of Journeyman and Apprentices, Purdue University, he taught his trade for 21 years as an instructor of apprentices.
He spent his career in the construction of state and federal buildings, schools, treatment plants, power plants and hospitals. He was a lifelong hunter and enjoyed the solitude of the outdoors.
He was preceded in death by brothers and sisters Lillian, Catherine, Leo, Mary, Francis, Rocco, Carmel and Lucy. In addition to his brother Charles Luciano Sr., he is survived by his daughter Louise A. Kuhl, his grandchildren Andrew and Emily and his son Joseph A. Palumbo.
Mr. Palumbo was a parishioner of Good Shepherd Catholic Church. A graveside service will be held at 1:00 PM, Thursday March 27, 2014, at Holy Cross Cemetery, Derry St. Harrisburg
