He was born February 22,1941 in AnFu County, Jiangxi Province, China. In 1948 he moved to Haikou City in Hainan Province along with his parents. In 1950 he moved to Hsinchu City, Taiwan when the National Government went to Taiwan. He lived there and grew up there. Then in 1964 he finished studying in the civil engineering department at Chung Yuan Institute of Technology.
After graduation he served in the Taiwan military for two years. Then in 1966 he obtained his master’s degree in civil engineering at the University of Missouri. He began working as an engineer specializing in bridge inspection at the Pennsylvania Department of Transportation in 1968 and worked there for 31 years before retiring.
In 1971 he married Miss Ching Tien and they had a daughter Gina and a son Roger.
When he retired early in 1999 from his job as a bridge inspector, he did so he could take care of his mother who had dementia full time for 6 years until she passed away.
He is survived by his wife, daughter, and son.
A memorial service for Allen will be held on Thursday November 21, 2024 at 2 PM at Neill Funeral Home, 3401 Market St, Camp Hill, Pennsylvania 17011. A visitation will occur at 1 PM before the service at the funeral home.
