Our beloved mother, Gladys Claudine White, 74 years old, of Baton Rouge, LA passed away on May 9, 2023 at home. Preceded in death by brother, Daniel Scroggs Sr., 66 y.o., 2020; mother, Bertha (Betty) Scroggs, 86 y.o., 2012; brother, Frank Scroggs, 62 y.o., 2008; father, Jack Scroggs, 42 y.o., 1962. Survived by brothers: Marc Scroggs and Jack Scroggs; Children: Brenda White, David White, and Suzanne White; Grandchildren: John Bourque, Cy White, and Drake White; Great grandchildren: Beckham Bourque, Lincoln Bourque, Clayton White, Clark White, Conley White.
Auvelais, Belgium is her birthplace. Various European Army duty stations became home for the family until returning to the US and settling in Pineville, LA. She is a graduate of Tioga High School, 1965; Northwestern State University, 1970, BA in French and English; University of Southwestern Louisiana (now ULL), 1973, MA in French; Second Language Specialist (French) 1977; English as a Second Language Specialist 1984; Louisiana State University obtains State Certification as a Level A Evaluator and 6 hours shy of a PhD in the Education Administration Graduate Program.
From 1970-1971: High School English Teacher in Abbeville, LA; 1971-1973: Graduate Teaching Asst at Southwestern; 1973-1977: Bilingual Specialist/Curriculum Developer for Title VII Bilingual Project in Lafayette, LA; 1977-1979: French Program Specialist for Title VII in Marksville, LA; 1979-1989: LA State Federal Bilingual Ed Administrator in Baton Rouge, LA; 1989-1991: Bilingual Program Manager for EBR Parish School System; 1991-2006: Program Manager for EBR Parish School System; Retired after 30 years of service in 2006.
As a federal and state grant writer, her grants fund programs statewide impacting thousands by bringing over $6 million dollars into local school systems. Serving as a consultant grant writer for LA Public Broadcasting, LPB, her grants enrich the lives of every day Louisianians. Grants aid elementary, middle school, and high school’s with technology shortfalls; Teacher training via satellite; Adult literacy programs; LA Special Education programs for students and teachers; Women’s education; Teen mother education, LPB and YMCA; Equity programs covering race and gender inequalities; Fire Safety and Prevention grants for US Homeland Security, National Institutes of Health (NIH), and the National Science Foundation (NSF); and funding for the LA Food and Nutritional program.
Charities include the EBR Food Bank, Saint Vincent’s De Paul, LSU Small Animal Veterinary Clinic, Salvation Army, Shriner’s, EBR Women’s Shelter, St. Jude, and EBR Parish Animal Shelter.
Professional organizations include: Delta Kappa Gamma, a professional educator women’s society; Alpha Xi Delta, a sisterhood inspiring women to realize their potential; Phi Delta Kappa, international educators organization; LA Association of School Administrators of Federally Assisted Programs (LASAFAP); LA Association of Bilingual Ed (LABE); National Association of Bilingual Ed (NABE); LA Teachers of English to Speakers of Other Languages (LaTESOL); Council for the Development of French in Louisiana (CODAFIL); LSU Tiger Hats, canine therapy dogs (with her beloved Dylan).
As an avid traveler, Europe, South America, the Caribbean, and Mexico became her usual destinations. For years, every summer in Alaska consists of fishing and visiting with Jack and his wife, Lisa. Five years ago, she nails the Acropolis climb in Athens, Greece and completes the pilgrimage to the Vatican alongside her daughters. Championing integration through language, a key component in effective communication, is a life goal. Loving each of us uniquely, inspires one to become our own champion in life. Her passion for The Arts culminates in attending cultural events, festivals, operas, concerts, and plays. Music is always present with her favorite artists being Pavarotti and Pitbull! Motto: A great time involves food, family, conversation, and a great drink. Being an avid LSU football fan leads her in becoming the best living room coach in town! GO TIGERS!!!
We invite all friends and family to a Celebratory Memorial Service at Rabenhorst Funeral Home 825 Government Street Baton Rouge, LA on June 10, 2023 from 12:00 noon until 4:00P.M. Live music 12:00 noon until 1:00P.M. and 2:00P.M. until 3:00P.M. Personal stories from family and friends, please come and share your stories, will begin at 2:00P.M.
