

He was born in Gettysburg Pennsylvania on August 13, 1939 and raised in Washington DC. He served in the Air Force for 4 years as an intercept operator on the Greek island of Crete and then at NSA. He joined the US Customs Service retiring after 34 years. There he was responsible for installing the first personal computers at all Customs cargo processing points and establishing a real-time network monitoring center. Foreign governments toured this Center in order to set up their own. He consolidated Customs Computer data centers to improve efficiency and reduce costs.
Raymond had many interests including golf, boats, sailing, and wooden boat building. He built a kayak and a power boat. He and his wife, Joan Arnold of 47 years, traveled widely to Europe and in the U.S. exploring National Parks. He was an avid hunter, reader, gardener, and volunteer at the Smithsonian Environmental Research Center where he taught children about the Chesapeake Bay, conservation and canoeing. He sponsored U.S. Naval Academy Midshipmen for 20 years.
Raymond loved his family deeply. He is survived by his 2 children, Alisa Quevedo and Daniel Arnold, his stepdaughter Rachel Wham and two grandchildren, Alexandra Wham and Jacob Wham. His eldest son Richard Arnold is deceased.
Friends are invited to gather at the John M. Taylor Funeral Home, 147 Duke of Gloucester Street Annapolis, Maryland 21401 on Saturday, May 17, 2025 starting at 1 pm. A Memorial Service will be held in the funeral home chapel at 1:30 pm. A Celebration of Raymonds life with a reception will follow from 3 to 5 pm.
