Born and raised in Hong Kong, Chung graduated from Pui-Ching High School in Hong Kong in 1952.
He studied medicine at Taiwan University, graduating in 1960.
In 1961, Chung moved to St. Louis, Missouri for his first internship at Missouri Baptist Hospital. He completed a second internship at the Grey Nuns Hospital in Regina, Saskatchewan. He then started a surgery internship in Winnipeg, but then decided to go into practice for himself.
He married Pui-King Chan in 1963, then went into practice in Grand Rapids in northern Manitoba. He and his family moved to Haney, later Maple Ridge, in 1966.
Chung spent the greater part of his career in Maple Ridge as a general practitioner and surgeon, until his retirement in 2000.
He and Pui-King then moved to Port Coquitlam and were active with the Coquitlam Chinese Baptist Church, with Chung serving as church councillor.
He died of acute respiratory distress syndrome at Royal Columbian Hospital in New Westminster, aged 82.
He is survived by his wife, Pui-King; his daughter Nancy (m. 2000 Andrew Ranger); his son Victor; and grandchildren Heather, Geoffrey and Paul.
