Rushawn Engleton Carter was born on January 28, 1986, in Belize City, Belize. She was the beloved daughter of Julie (Engleton Slusher) Young and Frank Staine, Sr. Rushawn was baptized in the Methodist Church, Belize, and held a deep sense of spirituality throughout her life. She grew up with her caring mother, her late stepfather, Keith Slusher, and her stepfather, Mark Young.
She was predeceased by her grandfathers – Carlos Engleton and Frank Staine, Sr.; grandmothers – Norma Helen Cooper and Evadne Staine; aunt, Audrey Engleton; and uncle, Errol Engleton.
Rushawn is mourned by her devoted parents, Mark and Julie Young, and her loving brother, Albert Slusher.
She is survived by her father, Frank Staine, Sr and brother Frank Staine, Jr.; her step-sisters Karina Urbina, Keisha Young, and Kayla Young, and step-brother Jahvon Young.
She is also survived by her aunts, Gaynor Nixon, Enda Powell, Melissa Knight, Armid Gomez, Lillian Cherrington, and Elswith Clare. Her uncles are Paul Staine, Emil Staine, Rudolph Slusher, and Walter Slusher.
She is survived by her cousins, Ronald Jason Heustis, Kelsy King, Addison Nixon, and many more relatives too numerous to mention. She is survived by her step-grandmother, Clarabel Knight. She leaves many dear friends, including Andrew Williams, Jose Angel Roldan, and Ada Roldan.
Childhood
Rushawn grew up in the country of Belize. She lived in San Ignacio, Dangriga, and Belize City. She spent most of her early years with her cousin Jason, her brother Albert, and her step-sister Karina.
Education
Rushawn graduated from Wesley High School as the valedictorian of her class. She excelled at St. John's Junior College and rose to the top of her class. Her hard work paid off with a scholarship to Ozarks University in Arkansas, where she earned three bachelor’s degrees.
Employment
After graduating from college, Rushawn moved to the twin islands of Antigua and Barbuda. There, she worked at the International Monetary Fund and later at the University of the West Indies. She then relocated to Belize and held positions at Diamond’s International, St. John’s College, and the Inter-American Development Bank. Finally, she migrated to California and concluded her career at the Los Angeles Police Department (LAPD)
Community Service
Rushawn was a devoted member of Toastmasters International. She joined the organization in her home country of Belize and played a crucial role in chartering the first Toastmasters Club in Antigua and Barbuda. She held the positions of Vice President of Public Relations and Vice President of Education. Rushawn was dedicated to assisting others in building their confidence in public speaking. Her influence had a lasting impact on the members of the Antigua Toastmasters Club.
Hopes and Dreams
Rushawn always dreamed of becoming a published author and even finished the draft of her first book. She had a vivid imagination and yearned for more time to devote to her craft. She also had high hopes of starting a podcast. Wise beyond her years, listening to her speak would leave you feeling enlightened. She also enjoyed spending her free time watching movies and dreamed of writing screenplays. Her favorite pastime was spending time with her friends and loved ones. Above all, she wanted nothing more than to become a mother and be able to nurture her own family. We know she would have been a remarkable mother and wife.

I fell in love with you even before you were born. You are one of my life’s most significant accomplishments, and I adore you. Your big smile and laughter filled our home with joy, You taught me so many lessons. In many ways, you saved me. Over the past year, I was in awe of your courage, and you fought to the end. I pray you are now resting in peace. You did not go far. You live on in my heart. Love forever, Mom.
