Floyd Charles Owens

Floyd spent his childhood years vacationing in Croom, a gentle countryside in Southern Prince George’s County, where he made endless summer memories with his uncles, aunts and cousins.

Floyd attended Morgan State College earning his BA in Philosophy, and later attended University of Pennsylvania for a Masters in Transportation Planning. He also attended San Antonio Community College earning his Interior Design degree.

Floyd was part of the history of Baltimore. He was the first African American Criminal Court Clerk of the Courthouse of Baltimore City. He was sworn in a couple of years after his 1966 graduation from Morgan State College.

Floyd was a very accomplished man, he possessed the rare combination of beautiful writing and design ability. He worked as a Transportation Planner throughout most of his lengthy career. He worked at the Planning Departments of San Antonio (Texas), Baltimore County and Rockville (Maryland). He was very proud of all his work and in particular his work in San Antonio, where he led the design of the 1974 Thoroughfare Plan as part of the City’s Comprehensive Master Plan. This was used to create the San Antonio Crisis Relocation Plan. He received multiple recognitions from federal and state governments for his work. Floyd retired in 2015 from the Department of the Environment with the State of Maryland.

Floyd was a lover of automobiles, he is most proud of his first car, a yellow Porsche, and throughout his lifetime has owned an orange Porsche 913, Alfa Romeo, Karmann Ghias, Hondas, Subarus and Volvo. Ha has taken multiple cross country trips driving his prized porsche. He was an avid collector of Hot Wheels, he collected close to a thousand Hot Wheels in mint and unopened condition.

Floyd was a very devoted family man, he spent all of his time raising his children. He was always cooking breakfast and taking his family for a ride in the countryside every Sunday afternoon. He attended every school activity and program that his children were engaged in, homework time was very precious in his household.

After his retirement, he enjoyed going on vacations in the Philippines and nearby locales. In 2019, his family took him on a memory trip to San Antonio, Texas where he visited his old home in King William Street. Floyd enjoyed eating out once a week with his wife and children, he loved spending time with his family, birthdays, holidays and the Sunday meals they shared.

Floyd was the beloved husband of Bella Owens; devoted father of Jibri and his wife Jodi, Michael and his wife Katie, and Ayana and her partner Scott; dear grandfather to Maia, Hasan, Kamal and Kingston. Also survived by several loving cousins, nieces and nephews.

Relatives and friends are invited to gather at Lemmon Funeral Home of Dulaney Valley, 10 West Padonia Road (at York Road) Timonium, MD 21093 on Sunday, March 27, 2022 from 3-5 PM & 7-9 PM.
