Joseph Rich Proctor Jr.

Mr. Proctor was born in Hartford, Connecticut on April 29, 1923. He graduated from Yale University in the Class of 1948 with a B.S. degree. Before joining the US Army in WW II, he was enrolled in Yale's first War Class, 1945W, finishing his freshman year just prior to induction into the Army.

As an engineer, he worked in construction supervision and mangement for 46 years on a variety of projects throughout the U.S., North Africa and the Middle East such as locks and dams, bridges, mine shafts, irrigation, gaseous diffusion plants, high-rise buildings, airports and harbor facilities.

Since retirement, he was employed on a part time basis as a consultant to the construction industry.

Mr. Proctor was a member of the Grand Marais, Minnesota Lodge of AF & AM as well as American Society of Civil Engineers, Society of American Military Engineers, American Concrete Institute, Concrete Reinforcing Steel Institute and Tau Bet Pi, an honorary engineering society. he held a Class A (General Engineering) and Class B-1 (General Building) Contractor's License with the State of California. He was also a member of the Construction Panel of the American Arbitration Association.

He also held a Blaster's license with the Commonwealth of Pennsylvania and a Land Surveyor's license with the State of Colorado.

In his professional experience he worked dorm Construction Supervisor to Area Construction Manager in Algeria to, later, Regional Manager in Saudi Arabia directing as many as 9 simultaneous projects, totaling in 1981 value, $2.5 billion in contract value.

In his three years of service during World War II, he served for two years with an Airborne Engineer (Glider) Battalion attached to the 18th Airborne Corps of the First Allied Army, in European Theater of Operations.

In his retirement, his interest was genealogical researches which lead to his membership in the following Hereditary Societies;

He also loved fly-fishing on Oregon's lakes and streams, camping with grandchildren in the Steen's Mountain area and exploring remote areas of Oregon in the Jeep. In his younger days, he enjoyed skiing and scuba diving, and occasionally worked professionally in underwater salvage and demolition. He and his wife, Margaret enjoyed traveling throughout the USA as well as in the 32 foreign countries they visited or worked in.

For more than 64 years, Joe was joined in all these adventures by his love and best friend, Margaret Capers Proctor.

Besides his wife of nearly 64 years, Margaret C. Proctor, he leaves his daughters, Margaret Jepsen and her husband Bob, Rebecca Marks and her husband, Bob, Evelyn Proctor, Jennie Proctor and son, Daniel Proctor and his wife Kathy, as well as 12 grandchildren and 4 great grandchildren.

A memorial service will be held at Christ Episcopal Church in Lake Oswego on Friday, February 26th at 1:00 p.m. Remembrances may be made to the Wounded Warriors or Veterans Organization of your choice.
