Evans was born in the beautiful island of St. Vincent to James and Catherine Morgan.
Evans was elected to the first legislative council in St. Vincent in his twenties. He was the last surviving member of the Eight Army of Liberation political party. He attended Queen Elizabeth II's coronation in 1953 as a delegate.
Evans obtained a Masters degree in Economics from London University. He worked internationally for several major corporations before returning to St. Vincent as the Deputy Accountant General.
Evans married the love of his life, Erene in 1972. After they moved to Canada, he worked as a Chartered Accountant with the Government of Ontario until 1996.
Evans was a skilled cricket bowler and batsman. He was instrumental in forming the Etobicoke Cricket League.
Evans was a faithful servant of God, holding leadership positions at Willowdale Seventh-Day Adventist Church and the Ontario Conference of Seventh-Day Adventists.
Evans' smile, laugh and loud sneeze were his trademarks. He lived life to the fullest, brought light to those around him, and loved with every part of himself. He leaves behind a rich legacy, and family and friends who adored him. He is survived by his loving wife Erene, his children and their families, and his brothers and sisters.
His family is eternally grateful to everyone for their love, prayers and support.
