A native of Tampa, Frank was the son of Joseph O. Costa and Mary Spoto Costa. He attended Our Lady of Perpetual Help High School and the University of Florida, where he majored in History. In 1957, upon the sudden death of his father, Frank left his studies to return home to run the family business, Costa Broom Works, Inc., with his sister Constance Costa and his mother Mary Costa. For more than fifty years they worked together to make CBW one of the largest manufacturers of quality brooms and mops in the Southeastern United States.
On December 27, 1958, Frank married the love of his life Sonia Moreno Costa, to whom he was devoted for 64 years. God blessed them with five loving children who made their lives complete. A determined and tireless provider for his family, Frank demonstrated an authentic devotion to God through his loving acts and kindness.
One of the many activities he did with his children was at the ballpark. In the 1970s, Frank coached baseball and served as President of the Bayshore Little League where he oversaw the expansion of the league from one ballpark to three and added peewee and girls’ softball divisions. Frank was always up for a Spaghetti Supper, a Father-Daughter Dance or a spirited game of racquetball. He also served as an usher at Christ the King Church for more than twenty years and was generous in sheltering the homeless through Metropolitan Ministries and sponsoring children through various Catholic Charities.
Although Frank’s greatest passion was his family, the friendships he developed through CBW, the Apartments and the Ybor City Rotary Club were also very dear to his heart. For more than 60 years, Frank was an active member of the Ybor Club, served as President, and was a Paul Harris Fellow. He will be remembered as “Mr. Christmas” for the many years he co-chaired the Rotary Christmas Party. Frank would like to say one last Hola! to the Club and let them know he is presently inducting new members into an Ybor City Rotary Club in heaven.
Frank is survived by his wife, Sonia Moreno Costa, his children Joseph Frank Costa, Dr. Christopher (Nadiesda) Costa, Frank “Tad” Costa, Matthew Costa, and daughter Laura (Jay) Talley, his grandchildren Alyssa (James) Ortiz, Joshua Costa, James (Erika) Talley III, Haven Talley, Landry Talley, Everleigh Costa, and Vivienne Costa, and his great-grandchildren Wake Ortiz, Colton Ortiz and Hudson Talley.
A Mass of Christian Burial will be celebrated on Monday, February 20, with Visitation beginning at 9AM and a Mass at 10:00AM at Christ the King Catholic Church, 821 S. Dale Mabry Highway Tampa, Florida.

Interment will follow at Myrtle Hill Memorial Park 4207 E. Lake Ave. Tampa, Florida. Flowers can be delivered to Blount & Curry Funeral Home, 605 S. MacDill Avenue, Tampa, Florida.
