Frank J. Ragen II, of La Jolla, California, died peacefully on March 12, 2024, surrounded by his family. Frank was a loving husband, father, brother, grandfather, and friend. He was a well-regarded attorney specializing in federal criminal defense and leaves behind a legacy of integrity, dedication, and professional excellence.
Born and raised with a passion for justice, Frank embarked on his legal journey at the University of San Diego. During his time at USD Law School, Frank had the privilege of working under the Honorable Howard B. Turrentine of the United States District Court. This pivotal experience not only honed his legal skills but also fostered a lifelong bond between mentor and mentee.
Frank was the inaugural recipient of the Honorable David H. Bartick Award for Civility and Professionalism in the Southern District of California in 2019, a testament to his reputation among peers and colleagues. Throughout his fifty years of practice, Frank remained an active member of the National Association of Criminal Defense Lawyers, California Attorneys for Criminal Justice, and the Federal Bar Association.
He is survived by his loving wife of 55 years, Josephine Ragen; his children, Frank (Amy) Ragen, Cari (Bassam) Massaad; and grandchildren, Matthew and Daniel Massaad, James, Tommy, and Taylor Ragen. He is also survived by five siblings, Mary (Mike) Murphy, Patty Gallagher, Laurie (Gary) Wilfert, Sue (Gary) Paquette, and Mike (Ann) Ragen.
Frank enjoyed watching his grandchildren grow. He attended their soccer games, theater performances, and concerts. He was extremely proud of his children and grandchildren's accomplishments. They were truly his pride and joy. Frank will be deeply missed by all those who had the privilege of knowing him.
