Phil is survived by his wife of 45 years Karen Frey, his children; Amy Shelton, Matt, Andy, Peter, and Chris Frey, brothers; Bob and Don Frey, and 8 beloved grandchildren. Phil was preceded in death by his father Elmo Frey, brothers; Jim and Bill Frey, sisters; Sandra Struven and Susan Cain, and mother, Elaine Frey.
Phil was a high school National Honor Society member, on the World Team for wrestling, and served in the ARMY. He was the U.S. Greco-Roman wrestling champion four years in a row and continued his love for wrestling by coaching his children and starting Keizer Youth Wrestling Club.
Phil graduated from Oregon State University, where he was an All American wrestler, with a B.S. in Sociology and was a member of Phi Theta Kappa, a Catholic fraternity, and earned All-American honors in 1969. He owned Frey's Thriftways stores with his brothers Bill and Jim. After they divided the stores Phil continued to work in his Portland Rd. store where he exuded the friendly, helpful service that encompassed his life's work.
Phil proudly served as a board member for Chemeketa Community College for 11 years and worked as the Director of Auxillary services at CCC for 13 years until he retired; 21 years on the Willamette ESD board, 7 years on Maps Credit Union board, several years on the St. Vincent de Paul choir, and two terms on the Pastoral Council. In his spare time he enjoyed being with his grandkids and traveling with his grandson Alec.
Phil touched many lives through his various roles. Phil's most cherished roles were being the best husband, father and grandfather. We love you Dad!

A viewing will be held at Howell Edwards Doerksen, 1350 Commercial St. SE Salem, OR 97302 from 3-7pm Friday 01/25/19. Rosary will be said from 11:10-11:30 with Mass to follow Saturday, January 26th at St. Vincent de Paul 1010 Columbia St. NE Salem, OR 97301 at 11:30 a.m. Private interment will take place at Belcrest Memorial Park.
