He was born February 23, 1955 in Peoria to Edwin F. and Marjorie A. (Hawkins) Phillips. He was preceded by his parents and two brothers, Duane Phillips and Edward A. Phillips.
Surviving is his partner, Betty Elgin Fitch of Bartonville; two children, Chrissy McCarroll of Peoria Heights and William “Billy” Phillips, II of Galesburg; two sisters, Mary Lou (Charles) Taylor of Peoria and Donna Phillips of Davenport, Iowa; one brother, John (Susie) Phillips Sr. of Creve Coeur and several nieces and nephews.
Bill was a semi-truck driver at Bertis Carlson Trucking in Galesburg, he was previously head of security at Chevies Night Club in East Peoria.
He enjoyed being outdoors and was considered a jack of all trades, doing yardwork, fishing, woodworking, and fixing up old cars. He loved listening to HAM Radio and taking care of his three dogs Mugsy, Peaches and Mackie as well as his parrot, Sammie.
Bill was baptized at Bay View Baptist Church in Washington.
Cremation has been accorded by Preston-Hanley Funeral Homes & Crematory in Pekin.
