He was born June 20, 1942 in Delhi, the son of the late Edgar and Agnes (Quick) Palmer.
After graduating from Franklin Central School, he enlisted in the United States Air Force and served active duty during the Vietnam War.
Charles retired from General Electric where he was employed for 28 years. He was an avid sports enthusiast and enjoyed watching horse track racing. He enjoyed spending time with family and close friends. He was a devoted father and will be terribly missed.
He is preceded by his wife Virginia (Ginny) Palmer; and his daughter Kelly O'Neill.
Charles is survived by his brothers, Thomas Palmer and Robert Palmer; his daughter, Pamela Robinson; his sons, Hans Palmer, and Paul and Clementina Palmer; and sisters in law, Linda Couse and Joanie Palmer; a brother in law, George Roe; and several grandchildren, great grandchildren, nieces and nephews.
Friends are invited to greet the family on Friday, December 16, 2022 at the Bookhout Funeral Home, 357 Main St., Oneonta, where a memorial service will take place at 2 pm.
He will be laid to rest in Oneonta Plains Cemetery, Oneonta, at the convenience of the family.
