He is preceded in death by his father, “Bill” Phillips Sr., and lovingly survived by his wife Donna, son “Billy” III, mother Betty Jeanne, brothers and sisters Steve, Brenda, Gregory, Susan, and Brian, and several nieces and nephews.
Born in Bluefield, WV on August 27, 1955, he and his family moved to Palm Beach County in the early 60s, graduating from then-Twin Lakes High School and obtaining an AS degree at PBJC. Working as a mortgage broker for 30+ years until 2007, he then became a kitchen worker at various facilities and clubs. Through the years Frank became friends with countless coworkers and locals.
He was known for his quick wit, boisterous laugh, and admirably honest opinions of every subject, especially politics. Frank wore his heart on his sleeve, but always dressed it up with a joke. He would tell you his greatest achievement is sobriety in the final 10 years of his life, bringing him inner peace. He had a strong passion for the Miami Dolphins and Hurricanes, especially watching them with his son. His love for Motown, R&B, the Beatles, and 60-70s music brought him endless joy, and could frequently be heard too loudly in the living room. There was only one Frank and will be deeply missed by family and friends alike.
