Rachel was born in Madera, CA on September 2, 1937 to Gaspar and Eloise Barragan. She was the oldest of seven children.
She is preceded in death by her parents Gaspar and Eloise and two brothers, Lee and Gaspar Jr. Rachel leaves behind four children Rick, Donalle, Sher, Michelle, and Sean. Two grandchildren, Tarin and Samantha. Two sisters Armita and Michael, and Diane and Mike. Two brothers Ben, and Steve and Jane. Rachel was blessed with many cousins, nieces, and nephews. Rachel loved each and all, and gave unselfishly.
Rachel graduated with honors from high school in 1955 and went on to attend Fresno Junior College. In April 4, 1959 she married Airforce serviceman Richard Brown. They resided in Sylmar, CA where they both worked for Bendix Electrodynamics Corporation, they installed the telemetry systems for the first manned space flight. She was an executive secretary and he was an engineer. She worked at Bendix while she raised her young family. She later worked at Sylmar high school as an ESL and librarian facilitator. In the early 1980's she began working for EDD retired with the Golden Handshake in 1999. Rachel will be remembered in her community for being active in civic and political activities.
Rachel loved her church, family, she enjoyed worship and the fellowship. She attended First Assembly of God in San Fernando under the tutelage of pastor Philip Bigler.
Rachel was known for quick wit, her infectious smile and her kind and compassionate spirit. She was loved by everyone.

Service will be held at 1:00pm at Chapel Hill, followed by processional to graveside
After the service, there will be a "Celebration of Life"
