Staley was born on December 19, 1955 in Burlington, North Carolina to Stephen Irwin Moore Jr. and Nancy Lane Cook Moore. He was the second oldest of five siblings.
In his youth, he attended schools in Alamance county. His favorite highlight from his high school days was playing the role of Harold Hill in the production of the Music Man. He then attended the University of North Carolina at Chapel Hill where he received both his Bachelor and Medical Degrees. During his undergraduate years, Staley was a member of the Chi Psi fraternity, a founding member of the all-male acapella group, the Clef Hangers, and was in Phi Beta Kappa. After graduating from medical school, he trained in family practice at Riverside Hospital in Newport News, VA. He practiced emergency medicine at Walter Reed Hospital in Gloucester, VA and at Riverside Hospital in Tappahannock, VA. During his time in Virginia, he met and married his loving and faithful wife, Dr. Leann Deal Moore. He then moved to Plainview, TX and practiced Emergency Room medicine at St. Mary's Hospital in Lubbock, TX for two years. After this, Staley began to practice family medicine in a migrant clinic, South Plains Health Organization, in Crosbyton, TX and Floydada, TX.
He and his wife moved to New Bern, NC in 1990 and practiced family medicine for the next 31 years. Most in the New Bern community knew him as Dr. Staley. He immensely enjoyed serving his community and the Lord by practicing medicine and helping those in need. Staley also served at the Eastern Pregnancy Information Clinic for many years. They both retired happily in September, 2021.
Staley was an active member of his church community, serving in the choir for over 20 years. He loved singing so much he founded a barbershop quartet known as the Knights of Glory. Staley also had a passion for giving back by buying and packing shoe boxes for children in need through Operation Christmas Child, the mission of Samaritan's Purse. He especially enjoyed going on mission trips with his church to Haiti and visiting the special needs orphanage, Wings of Hope.
Staley was always the life and laughter of his communities. Whether at home, work, or church, Staley would always be found singing in the hallways or cracking a joke. When Staley was not at work or church, he could be found in Chapel Hill at a game cheering on "those good old Tarheel boys." He loved to play pranks on his fellow rivals and could often be seen sporting Carolina Blue. One of his great passions was traveling with his daughter, Allison, to National Parks and international destinations. In his downtime, you could find him enjoying his garden and taking care of his yard.
He is survived by his wife of 36 years, Dr. Leann Ruth Deal Moore, his daughters Christina Meredith Moore and Nancy Allison Moore of New Bern, NC, and his siblings, Stephen Irwin Moore III, of Pine Knoll Shores, NC, Nancy Moore Amos, of High Point, NC and Stephanie Moore Kuykendall, of Houston, TX.
He is predeceased by his father, Stephen Irwin Moore junior, his mother, Nancy Lane Cook Moore and his brother, Frank Winston Moore, of Burlington, NC.

The family will receive friends on Monday, July 18, 2022 from 6:00 PM to 7:00 PM at Cotten Funeral Home. Funeral Service will be held on Tuesday, July 19, 2022 at 11:00 AM at Garber United Methodist Church, 4201 Country Club Road, New Bern.
