Frank was born on September 28, 1928 to Otto and Carrie Lowie in Helena, GA. While growing up in McRae, GA he joined the Baptist Church at 13, which greatly influenced his life. He loved fishing, hunting and boating with friends. As an early over achiever, he rode his bicycle delivering papers to two neighboring towns to save money to pay for college. During this time. he earned his Eagle Scout Award. In addition, Frank served in the US Army for eighteen months which in turn helped fund his undergraduate studies at University of GA where he completed his law degree.
In July of 1952, Frank was hired by the FBI and assigned to Newark, NJ. He was transferred to the New York City office during which time he also attended New York University at night and earned his Master of Law degree. Frank met Cathy while serving in the New York office and they married on May 20, 1961. Frank worked for the FBI for 27 years, began as a Special Agent, became an Inspector and was promoted to Assistant Special Agent in Charge (ASAC) of Alexandria and Washington, DC. In character, Frank was promoted to Special Agent in Charge (SAC) in Indianapolis, Indiana. He retired from his career with the FBI as the Special Agent in Charge (SAC) in Detroit, Michigan. As a man of integrity, he was committed to justice and decisive action.
In April of 1982, Frank started his 30 year career with Guardsmark. As a proven leader with impeccable character, and a desire for truth and excellence, Frank served as a Vice President, Manager in Charge, Inspection, Regulatory and Compliance Division (IRC). Frank was grateful and passionate about working for Guardsmark because he believed in the company's standard for excellence and truth under the leadership of Mr. Ira A. Lipman. Frank was a tough, yet kind man who was a talented and insightful leader. In addition to being dedicated to both the missions of the FBI and of Guardsmark, he cared about individuals.
While work was a major part of his life, his pride and joy came from being a family man and friend. Frank shared many lovely moments with his dear friend, Cathy, their four children and families: Lisa and Scott and their children Sarah (Matt and baby James), Catherine (Eric), and Shannon; Laura and Russ and their children Rachel and Lauren. Linda and Pat and their children Joshua and Luke. Bill and Jill and their children Paisley, Liam and Broder. Frank enjoyed playing and telling stories with his grandchildren. While raising his own kids he planned roads trips to visit extended family and see the many national parks, beaches and mountains surrounding the states he lived in. He was always generous to his family and friends. Frank was most proud that his grown children all have loving families of their own.
Frank left a legacy of the importance of family and friends, dedication to hard work and love of life. He will be greatly missed and will remain in our hearts forever!
