Bill was a retired Chief Petty Officer Torpedoman for the US Navy, having served on submarines during the Vietnam era. He later retired as a Regional Administrator for the Kentucky Department of Veterans Affairs, where he helped thousands of veterans during his career. Bill was a member of the American Legion and the Floyd County Coon Hunters Club, and he was Catholic by faith. He was an avid muscle car enthusiast, loved to build and race radio controlled cars, and was a skilled gunsmith.
He is survived by his wife of 37 years, Judy Cataluna Spencer; son, Will Spencer Jr; daughter, Jodie Spencer; sisters, Marilyn Miller (Ronnie), Margie Stump, and Phyllis Caskey (Jim).
Bill’s funeral service will be held at 1:00 pm Wednesday, November 15th at Heady-Hardy Funeral Home, 7710 Dixie Hwy (Louisville), followed by burial at Kentucky Veterans Cemetery Central (Radcliff). Visitation will be from 12-8 pm Tuesday, November 14, 2023 and after 10am the day of the funeral.
