My name is Desmond McGrann and I served with Joe on the 
USS De MOINES CA134 during the early 50's in the A Division, diesel gang. Joe had the emergency forward diesel, I had the aft. we slept in the same compartment, shared liberties and shipboard duties together. I believe I may have helped Joe get his Sargent's stripes back in the 60's by completing documents he sent me, as to time and service in the Navy. I'm here in Morehead City N.C. now with my wife Marian and son Steve with 4 other kids scattered throughout the states. I will have prayers for Joe at Mass tomorrow and great memories of Joe in the days ahead. My sincere condolences on your loss of a great and gentle man.

There was usually a time at family gatherings when I would find Uncle Joe and sit and talk about being a Police Officer...or when He was in The Navy...always enjoyed those times with Him...I was always interested in hearing about His time on board ship...

While a patrolman at District 2, I was very fortunate to serve under Sergeant Joe.  He was a leader, trainer, mentor and one to emulate as a police officer.

Joe had been on the DPD ten years before I was sworn in.  Always smiling, friendly and helpful,  even to rookies.  He possessed  a servant's heart for everyone he encountered. One of the most compassionate and optimistic people I ever met. Condolences to his family. God bless.

I worked with Joe a number of months in District 2 in the mid to late 60's, and also off duty at St. Joseph Hospital when they hired off duty officers for security.  We also used to hunt birds with him and were members his club down in Agate off I-70.  Joe was always a very fair supervisor and command officer and you could go in and talk to him about anything.  He also was a very popular member of the command staff at District 2.  If the stuff hit the fan on the street, Joe would be there quickly and take charge of the scene.  He was well respected as an officer and superior officer by the rank and file, and had a great sense of humor.  My wife and I are very sad to hear of his passing.  CeCe worked for Joe on the street during her first years on the job.  Joe was just a great guy.  Rest in peace ole friend.

Good man.  Good cop.  You will be missed Joe. 
 Forever Blue

Lt. Gross was a fine person who was respected by everyone who knew him. His story of overcoming depression and alcoholism, and his record of service, has inspired many officers. I benefited from his wise counsel and smiling support, as I'm sure others did. His memory will stay with many of us.

I saw Joe recently and surprisingly enough, he remembered me.
A very special, courageous and kind gentleman.
