Joe was one of the hardest working, most dedicated Inspectors I have ever met.  We worked together when he was detailed to External Crimes Team Leader in San Francisco for a period in the '80's.  Joe was relentless.  He worked so hard and was such a hard charger the guys called him "Rambo!"  Joe was a great man.  My condolences to all his friends and family.

Joe was my partner at the LA Terminal annex from 1977 to 1980.  An inspector could ask for no better or dedicated friend.  All you had to do was follow Joe's lead and you were sure to be booking a postal worker in the LA jail at 5:00 a.m. or so.  Joe called my home so often between 1:00 and 5:00 a.m., my wife would say tell Joe hello before I answered the phone.  Joe was respected and loved by all his associates, and will be dearly missed.  I hope I measure up and see him in heaven where he will surely be. Goodbye, dear friend.  My condolences to his many friends and family.

Joe was one of the first person's I met when I came to the LA Division many years ago. He left a an impression on me I never have forgotten. You give it all you have and never give up. Joe was someone who never gave up. Great guy. My condolences to the family.

It made me feel sad when I read about Joe's passing. The happiness and smile came back when I thought about my memories of him. After they made him, they threw away the mold! He was one of  the hardest working, most enthusiastic, honest and sincere men I've ever met. We'll miss him!!!

My sincere condolences to Joe's family. I will add my thoughts about Joe. When I first came to the LA Division he was one of th first Inspectors I met. His work ethic was unmatched. I most fondly remember him for being there at anytime, 24 hours a day if you needed help with anything in your investigations. I remember many times going 10-8 in the early morning hours with 500 and Joe responding from his portable radio he kept by his bed. He truly worked 26 hours in a 24 hour day. I worked with Joe for about 3 years in L.A., in the early 1970's, when Joe was an Investigative Aid in the SD Section at the Terminal Annex.  Talk about a "go-getter," I remember one of his favorite lines was: "I don't play." And he didn't - one of the most dedicated and hard working guys ever.  He was loved and admired by his other co-workers, including, as I recall, Dave Madden, Cleve Martin, Bob Grudek, Gary Clucas and Greg Castillo.  We all wanted Joe to help us with our cases; he was a true gem.  My sincere condolences to Joe's family.

To the Lord above, "Edward 31" is 10/7 (on his watch)in the heavens.

The stories about Joe are as admirable as they are endless. His calling at three in the morning from the lookout where he was alone and saying Get here quick  we have one going. The supervisors from all over LA who would call him because they knew he would take care of them. No challenge was too big nor were any beneath Joe. It was the same and so evident with how he treated people. 

There was another Joe. The kid who left Oklahoma on his own and went to LA. He enrolled himself in high school. In high school he ended up connecting with a benefactor who wanted to help him with college. Instead Joe joined the army  a proud achievement. His sterling career with the Postal Service shined with excellence. Excellence driven by pride and dedication. 

In my heart I know he's someplace joking and teasing with his fellow aide and beloved friend, Carl Berger.

Joe was a hardworking, nonstop, no nonsense Inspector. My thoughts & prayers are with him and the family. May he rest in peace.

The day I first met Joe Fulsom, I decided within minutes that he was "a cut above average", and not nearly like "Roof-Top Joe" sounded while reporting events on the back dock of the train station next to Terminal Annex.  His "stake-out" expertise led to the arrest by the late J.C.(Pete) Peterson of a union Boss who was stealing Treasury Checks in bulk from #3 sacks of U.S. Mail arriving for delivery in the Los Angeles area.

That event led to Congressional approval for Postal Inspectors to make arrests "for probable cause" instead of "citizen's arrests". 

The day I met Joe, I was driving a G car to Los Angeles when a motorcycle rider passed by me.  He was running between lanes; he looked me over good; he slowed down; I began to think, "There is about to be a  confrontation here.  Is this dude real or is she a crook?"

Well, he was and is for real.  He followed me to TA, got off his motorcycle, and introduced himself to me.  He said, "I am roof-top, Joe.  We have been close friends ever since.

Joe was a dear friend and co-worker.  We worked together at the LA Terminal Annex for over two years and our team of Dave Madden, Ed Rice, (and later Bob Grudek), Carl Berger, Joe and I made a lot of good cases. I worked with Joe for a few years at the Los Angeles Terminal Annex. I saw him working with unbounded energy on the work floor.  I asked him if he was interested in being a Special Investigator.  He did and his unbounded energy was a source of wonder to all of us in the Instpector,s Office.  I have nothing but fond memories of a man who really attacked life with great zeal.  He was a true friend.

I knew and worked with Joe for a lot of years.  He was one of  the real good guys!
Sorry to see of his passing but will always remember him and his upbeat spirit!
