Neil was born to Clarence and Hester Mullins on March 10th, 1936, in Kistler, West Virginia. He grew up in the Appalachian Mountains with his five siblings. He left West Virginia and started his service in the Navy earning 3rd class Boilerman. He later used the skills from his Navy service and worked at Cecil Field Navy base with the Civil Service retiring in 1996. With his need to always stay busy, Neil had a second career at Sam’s Club, retiring once again after 26 years in 2023.
Being from West Virginia Neil loved watching the Mountaineers during college football season, but his favorite team was the Florida Gators. He enjoyed attending Gator games with his sons, as a season ticket holder for 26 years.
Neil cherished his family and made them the center of his life. He was blessed with four grandchildren and later two great grandchildren. While he was a man of few words, his deeds and actions let you know he loved and cared for you. An avid card player, he enjoyed family gatherings and the opportunity to best everyone at Grandma’s game or 1000.
He is survived by his sons, George Mullins of Lake Mary, Florida, Steve (Ginger) and Brian (Michele) of Jacksonville, Florida. Grandchildren Ryan, Kristen (Brandon), Abby and Lily. Great grandchildren, Ryan Jr., and Dallas. He is preceded in death by his parents and was the only remaining sibling of two brothers Harold and Roger and three sisters Shirley, Pat, and Wanda.

A funeral will occur Saturday, November 23, 2024 at 2:00 PM, 7242 Normandy Blvd, Jacksonville, FL 32205. A committal will occur Saturday, November 23, 2024 at 3:00 PM at Riverside Memorial Park, 7242 Normandy Blvd, Jacksonville, FL 32205.
