Alvin was born on March 23, 1944, in Smithfield, VA, to the late Elmo and Sadie H. Blount. He accepted Jesus Christ as his personal savior at an early age at Little Zion Baptist Church, and was a 1962 graduate of Westside High School. He holds a Bachelor Degree in Management from Edward Waters College.
He joined the Navy right out of High School as a non-commissioned enlisted seaman.
