As a young man, Phillip showed an interest in professional baseball and was sent to a training camp in Orlando, Fl. Phillip and his family moved to Cleveland, OH.
He then enlisted into the Navy at the age of 20, on November 16, 1955. Phillip was a seaman on the USS Hermitage, until discharged. Later, he enlisted for a second tour of duty. After being honorably discharged he became a lifetime member of VFW, DAV and the American Legion. Phillip also enjoyed visiting other veterans at the VA Hospital. He enjoyed all sports.
Phillip was very interested in thoroughbred horses, he became a successful owner. Later the family moved back to Indianapolis. Phillip met his sweetheart Claudette Drummer, they were married in 1995.
Phillip was preceded in death by his parents; Lawrence Stepp, Willetta J. Evans, step-father, Emmanuel Evans, and daughter, Gail M. Davis.
God has spoken, Phillip ascended to the above on January 29, 2019. All suffering ceased and he entered into the presence of the Lord.
He leaves to cherish his memory, Claudette Drummer-Stepp wife of 24 years, brother-in-law, Elijah Drummer, grandson, Clifton Davis III, aunts; Juanita Potter-Hiser, Nellie Willis and a host of relatives and friends.
