Cloy was born in Haynesville, Louisiana on the 10th of May 1927 and moved to Carlisle, Texas when he was five years old. He grew up in Carlisle and graduated from Carlisle High School in 1944. After high school, Cloy attended the University of Texas until being drafted into the US army. After serving in the army in South Korea, Cloy returned to the University of Texas where he graduated with a law degree.
After graduating from the University of Texas, Cloy practiced law in Henderson, TX for several years before taking a job in the law department at Tidewater Oil Company in Tulsa, Oklahoma. In Tulsa, Cloy met the love of his life, Marilyn Chiles. Cloy and Marilyn moved to Houston in 1961 and were married at St Paul’s United Methodist Church on the 2nd of September 1961. They had a son, Matthew Mark, and a daughter, Elizabeth Anne.
Cloy worked as lawyer for Getty Oil company in Houston from 1961 until 1984 and then for Texaco after Getty merged with Texaco until his retirement in 1989. Cloy was head of the legal department in Houston for Getty Oil Company and in total had 33 years of combined service at Tidewater, Getty, and Texaco.
Cloy loved Carlisle, the University of Texas, and Westminster United Methodist Church. Through the years, he returned frequently to Carlisle where he is a member of the Carlisle High School Hall of Honor and also was a season ticket holder and active supporter of the University of Texas football program and school of law. The family joined Westminster United Methodist Church in 1974, and Cloy was a devoted and active member for almost 50 years. He sang in the church choir, taught Sunday school and was involved in community outreach and missions both locally and globally.
Cloy is preceded in death by his beloved wife of sixty-years, Marilyn, his parents, Nora and Arthur Monzingo, his two older brothers, Jack and Robert Monzingo, and his daughter-in-law, Zulphia Monzingo. Cloy is survived by his son, Matthew Mark Monzingo, daughter, Elizabeth Anne Monzingo Bezemek, son-in-law Gary Wayne Bezemek, and grandchildren Kimberly Jane Monzingo and Christopher Cloy Bezemek and Sarah Elizabeth Bezemek.
