Tom was born on August 14, 1950 in Euclid, Ohio to the late Virginia and James William Dugan. He was a graduate of Denison University and received his master’s degree in City and Regional Planning from Ohio State University. During his career as Executive Director of CARTA, Tom oversaw the design and implementation of CARTA's downtown Electric Shuttle. He was also a pioneer in the development of intelligent transportation systems that applied advanced technology to improve the efficiency of the CARTA system for its riders. Tom dedicated himself to the stewardship of countless initiatives designed to improve the quality of life for Chattanoogans. He brought to each project his skills as an organizer and a planner as well as his insight into the needs of the City.
Tom will be missed by his family and friends.
Tom is survived by his wife, Kay Dugan; daughters Kelly Dugan Marr and Laura Dugan; son-in-law, Adam Marr; granddaughters Abby and Leah Marr; sister Lin Storm, and many nieces and nephews.
The family will receive friends from 2 to 4 pm on Monday, October 27, at Hixson United Methodist Church, 5301 Old Hixson Pike, Hixson, TN 37343.
A celebration of life service for Tom will follow at 4 pm on Monday at the church with Pastor Reed Shell officiating.
The family has asked that in lieu of flowers, memorial contributions be made in Tom’s name to the Humane Educational Society of Chattanooga, 212 North Highland Park Avenue, Chattanooga, TN 37402.
Arrangements are by the North Chapel of Chattanooga Funeral Home, Crematory and Florist, 5401 Highway 153, Hixson.
