Jeffrey was born on May 30, 1961 to Eugene Wingo and Jewel English in Arkansas. He eventually settled in Hampton, and had a long career as a stormwater equipment operator for the City. He was very proud to service the citizens of Hampton for thirty one years.
He was passionate about BattleTech, Dungeons and Dragons, RC helicopters, hiking, his red, 1985 square-body Chevy pickup truck, and spending time with his wife, doing absolutely anything together.
Jeffrey is survived by his wife, Monica Wingo; his stepchildren: Evan Pugh and Emily Pugh; one grandchild, Legend Parker-Peterson; his parents; and his sisters, Lisa Kinaitis and Jo Ellen Small.
His heart and home were always open, and he helped and inspired many. He will be dearly missed.
The family will receive friends Friday, August 11, 2023 from 6:00 PM to 8:00 PM at Parklawn-Wood Funeral Home, 2551 N. Armistead Avenue, Hampton, Virginia. A celebration of life service will occur Saturday, August 12, 2023 at 10:00 AM at Parklawn-Wood Funeral Home, followed by interment.
