William Elliott Francis

William Elliott "Smiley" Francis, 89, passed away Sunday, August 22,2021 at Mary Washington Hospital in Fredericksburg, Va. He was born in Waverly, VA on June 29, 1932, and was the son of the late Robert and Judith (Dowdy) Francis

He was an Air Force Veteran achieving the rank of Staff Sergeant and worked for Dominion Power for 35 years as a Substation Foreman. He was an American Legion member and a dedicated husband and father always putting family over self. He had many interests, was an avid fisherman, camper, and lover of the outdoors. Always quick with a joke or prank, nothing made him happier than to make people laugh, especially teasing his grandchildren and great-grandchildren.

He was proceeded in death by this wife, Daisy (Peggy) Francis, and his four sisters, Joyce Burcham, Doris (Francis) Tipton, Doddy (Francis) Whitt and Gwen (Francis) Vincent. Dad is survived by daughters, Sharon Francis Patrick of Fredericksburg and Carolyn Francis Sinclair of Sterling and son, William Elliott "Skip" Francis Jr. of Fredericksburg. He has six grandchildren and six great-grandchildren.

A visitation will be held from 2:00pm-4:00pm on Sunday, August 29, 2021 at Mullins and Thompson Funeral Service, 1621 Jefferson Davis Highway, Fredericksburg. A graveside service and interment will be held at 10:00am on Monday, August 30, 2021 at Sunset Memorial Gardens in Fredericksburg with a reception following the service at Mullins and Thompson Funeral Service.
