Joyce Anne was born in White Oak, VA to the late Judson and Dorothy (Hudson) Fines. She spent all of her life in White Oak. Joyce Anne graduated in 1961 from Stafford High School and from Smithdeal-Massey Business School. She is a lifetime member of Bethel Baptist Church.
Joyce Anne retired from the City of Fredericksburg Public Works Department.
Joyce Anne loved her sons and grandchildren enormously. She loved to shower everyone with gifts for birthdays and especially Christmas. Joyce Anne and her sister Mary would endlessly shop to ensure everyone received what they wanted on their Christmas list. She enjoyed many vacations with her husband, Michael, and most recently, an annual 20 year tradition of spending two weeks every year in Satellite Beach, Florida.
Survivors include her husband of 58 years, Michael T. Cooper; her sister, Mary McCauley; her three sons: Travis (Elinor), Christopher (Crystal) and Steven (Tamara); three grandchildren: Corey (Lauren), Caleb and Cailey (Derek); two great-grandsons: Ezra and Silas.
She is predeceased by an infant brother, Norman Fines; one grandson, Chad Ryan; and brother-in-law Marvin Baker.
A visitation for Joyce will be held Friday, October 18, 2024 from 6:00 PM to 8:00 PM at Mullins & Thompson Funeral Service, 1621 Emancipation Hwy, Fredericksburg, Virginia 22401. A graveside service will occur Saturday, October 19, 2024 at 10:00 AM at White Oak Primitive Baptist Church Cemetery, 11 Caisson Road, Fredericksburg, Virginia 22405.
In lieu of flowers, the family requests that expressions of sympathy take the form of donations to White Oak Fire Department, 12 Newton Road, Fredericksburg, VA 22405 or White Oak Rescue Squad, 535 White Oak Road, Fredericksburg, VA 22405.
