Terry graduated from Central Catholic High School in 1965. In 1970, he earned his Master’s in Public Administration (MPA) as the first MPA degree earner from Indiana University – Fort Wayne.
Longtime resident of Centreville, VA, Terry served 32 years in the US Department of Justice where he designed and implemented hundreds of criminal and juvenile justice programs. Among his numerous accomplishments, he architected the ground-breaking Serious and Violent Offender Reentry Initiative spanning 50 states and over 100 communities. In collaboration with Judge John Surbeck and Sheila Hudson, Director of Allen County Community Corrections, he implemented the flagship model of this program in Fort Wayne.

He is survived by his wife, Jocille M. “Jo” Donahue of Coppell, TX; sons, Ryan Donahue of Chantilly, VA; Conor (Seana) Donahue of Coppell, TX; and grandchildren, Emmet, Kieran and Declan Donahue. He is also survived by a brother-in-law, Jim Delaney.
Terry was preceded in death by his parents; brother, Shane Donahue; and sister, Nancy Delaney.
Mass of Christian Burial will be 10:30 am Monday, December 16, 2024 at St. Vincent de Paul Catholic Church, 1502 East Wallen Road, Fort Wayne, IN, with visitation one hour prior. Visitation also from 2-4 and 6-8 pm with a Rosary conducted at 3:30 pm, on Sunday, December 15, 2024, at D.O. McComb and Sons Pine Valley Park Funeral Home, 1320 East Dupont Road, Fort Wayne, IN.
