Beloved husband of Rosemary Soto. Loving father of Teresa (Memo) Muñoz and Natalie (Antonio) Soto-Palomar. Cherished grandfather of Micah, Eli and Jude. Dear brother of the late Nestor (Gina) Soto and sister-in-law Evelyn Gimenez. Fond uncle of Orlando and Nilo Soto.
Neftali was born in Puerto Rico and, although he moved to Chicago as a young boy, his heart was always tied to his home in Anasco. He was very proud of his Puerto Rican heritage. Neftali had a heart for public service starting at a young age. As a young boy in grammar school he was a member of the Jirka School Safety Patrol in 1965. As a member of the R.O.T.C. during his high school years Neftali continued to show his love of service to others. Upon graduating high school he entered into the air force where he worked as a dog handler. He then went on to join the Cook County Sheriff's Department before becoming a Chicago Police Officer. He spent over 25 years dedicating his life to public service with the Chicago Police Department from which he retired.
