Anne Mangan Fischer, 80, passed away on September 22, 2024 under hospice care in her McLean VA home. She was predeceased by her husband, Robert Lucas Fischer, in September 2022.She leaves behind her two sisters, Susan M. Richardson of Boston MA and Elizabeth H. Mangan of Cotuit MA, two brothers in law, Kennedy P. Richardson and Robert G. Holbrook, and her nephew Kennedy P.M. Richardson of Nantucket MA.
Anne was born on April 20, 1944 in Brooklyn, NY to James F. Mangan and Alice Harrigan Mangan. She attended the Convent of the Sacred Heart High School in NYC and Newton College of the Scared Heart in Newton MA. She was awarded a Woodrow Wilson Fellowship and studied at the University of Wisconsin marrying Lucas Fischer in 1965 while she was a student there.
After living and working in Boston for several years, Anne and Lucas moved to Washington DC where Anne worked for Iowa Congressman William Scherle and later under Carla Hills at HUD. In 1974 they moved to McLean VA where they lived for 50 years.
Anne graduated from the University of Virginia Law School in 1980 and began a long career with the CIA holding various positions on their General Counsel staff until her retirement in 2006.
Anne was an accomplished cook who loved entertaining. She was happiest reading a good book with one of her Siamese cats curled up beside her, listening to classical music, debating political issues and watching the sun set from her deck on Nantucket where she summered for many years. She will be deeply missed by family and friends.
Burial will be private on Nantucket next spring. Donations are appreciated and may be made in Anne’s memory to the World Wildlife Fund.
