Dear Friend, I remembered when I worked with you two years ago you had said you were retiring this year and I told you I would make sure to bring you a cake. After thanksgiving I thought about you because I was going to send you a retirement gift this year and tonight I got the news. 

I want to thank you for training me, being informative when I was confused at work and  being a kind co-worker. You are cool to talk to and you actually cared about the work we did in serving the public. 

I vow to continue your legacy with honesty, integrity, humility and accountability within my work ethics. May your journey be filled with beauty.

It has taken me a while to write this, but Jamie represented as close a friend as I have ever had in my lifetime. We shared so many things in common like both being civil servants, hockey dads, coaches, husbands, but most especially fathers. Jamie really enjoyed the experience of his children as I do mine and talking to each other about our hopes for their futures was a prime topic of conversation. As fathers, we have both been extremely forrtunate to have great kids that we both respected and admired. Having those conversations is probably what I will miss the most about his loss.

Jamie was also an avid cruise junky and he turned my family into one as well. We sailed on several cruises with him and his family and he and I would litteraly count the days until the next one with countdown timers on our phones. He would often send me a text saying " 210 days buddy!" or whatever number it happened to be. We lived for cruises! I know one day we will all board a Carnival Cruise ship again to continue the journey without him and I know it will be hard to get through that first one, but I know Jamie would absolutely want that tradition to continue. I think we should even set a plate at the table for him and remember how much he made us all laugh. I will miss you my friend!

Jamie and I started at EEOC the same time. We took our training together in Washington,  DC. Through the years we became  friends.  My condolences and prayers go out to his family and friends.  I retired in 2018 and Jamie stated he was behind me in retiring soon.  He will be missed at home and the job.

I am so sorry to learn about Jamie.  My condolences to the Norris family.  I have known Jamie since his joining EEOC's Baltimore Office and as the Regional Attorney.  Upon interacting with Jamie and the office staff, I became keenly aware and appreciate Jamie was a significantly skilled investigator who had the ability early on to identify potential discrimination cases and interact with managers and the legal staff to develop particular cases for the litigation program if the case was not able to be resolved.

I am a friend of Jamie’s from high school. He was one of the kindest, most solid people I know and even at an age when the same cannot be said for most. It’s been said by others but there was a light about him, and I think that perfectly describes him.
A particularly fond memory I have of Jamie was from ski club. He took this completely inexperienced skier and made her into a pretty decent one, endlessly patient as I fell repeatedly, even took out the lift line when I couldn’t stop in time. He never ditched me to just simply enjoy his own time skiing. I think that was indicative of how he generally was - a good friend, willing to be patient with mistakes, and always positive. 
His loss is profound. You can sense his impact from all the kind statements here. I know the world’s a little dimmer without him in it.

We met the Norris’ when they moved to Thurmont.  As friends and neighbors for the last 20 years, you couldn’t ask for more.  Jamie was a kind and gentle soul.   We will greatly miss him.  He had an infectious smile and laugh.  We always enjoyed our conversations even if it was for brief moment while on a walk in the neighborhood.  Rest In Peace.

My parents (Doris and Richard Swan) were friends with Joe and Pat Norris. My Dad would often work on cars for Joe. I remember when Jamie had a little red pontiac Fiero and Joe brought it over for dad to change the oil. I thought it was so cool and Joe let me sit in it.

It was my privilege to work with Jamie on his arrival to EEOC as an Investigator in the early 2000’s in various supervisory positions until my retirement from the agency at the end of 2015, and also to have known him as a friend.

Jamie certainly did the agency proud every day in every way and demonstrated the highest levels of honesty, dedication, integrity and professionalism to name just a few of characteristics and strengths.   I believe he lived his life outside of EEOC in the same ways.

I always knew that Jamie would come visit with me shortly after arriving to work, and he would discuss his cases, plans etc., but before he would leave my office, we always took the time to talk about our families  and even our pets-something that I treasured.

Jamie was so proud of his family and loved them with all his being.    At this time of such sadness and loss, it is probably little consolation to say that he will always be with his family in their hearts and souls.   Jamie will be watching over Michelle, Jon, Dom, Olivia and the rest of us always.   There will be a time when they will feel a tap on their shoulders or a nudge in their backs and that will be Jamie.

I have known Jamie since 2002 when I joined the EEOC's Baltimore office.  He had the keen ability to identify potential discrimination cases early and to develop them fully for our litigation program.  See links to just a few of the cases he developed below. He routinely popped into my office, file in hand just out of intake to make sure a case was on my radar.  And he was passionate about the cases he developed and the Charging Parties he served.  But it was not just about work for him.  We talked about our personal lives, exchanging stories about our families, particularly our children (we both have Olivias).  It was clear through my talks with him how devoted he was to his children and his wife.  His family always came first.  I will miss our exchanges and his smile.  I wish his family peace during this time.

I met Jamie in 2012 when I came to the Baltimore EEOC as its Field Director.  It was not long after arriving that I met “My Jamie”. 
The Regional Attorney Lawrence, Debra Lawrence, and I would have playful arguments about who really could call Jamie “My Jamie”.  Jamie was just that valuable and loved by both of us and our staff.  Jamie‘s performance was always outstanding every year, even when he suffered pain and other medical adversities.  I could count on Jamie to ensure our office met any goals thrust on us. 
He would call me often and say, “Ms. Rhodes, how are we doing?  What do you need me to do?”
When Michelle called me Sunday with the tragic news, my heart flipped, not because we lost an outstanding worker but because our world lost one of the most caring, genuine people I  know. 
Michelle and family, please know that the Baltimore EEOC family is grieving that God has called home one of his most precious angels.  However, his impact on all our lives with endure forever.

Every thought and picture posted here confirm everything I know about Jamie. He was always there for his friends and incredibly proud and passionate about his family. A bright light in any room whether you were right next to him or in the opposite corner. 

I’ve known him since high school and have been very fortunate to have many adventures and great times with him. Not as many as I would have liked as we got older and busy with our families, but I knew another great time was just around the corner the next time we got together. 


Can’t stop thinking about you my friend. We’ll all miss you until we get the chance to get together 
again. 

Jamie was my friend.  I will always remember the incredible times we had as Dads and coaches with Hershey Jr Bears, The W/S Jr Knights and most of all Riptide summer tournament team.  Jamie was a kind man with great instincts and insight.  He loved to laugh and we certainly did plenty of that together with Dom and Johnny.  We were looking forward to a reunion with all the players and parents in the near future. I’m sad but I am also thankful that God gave me a true friend in Jamie to share life with.  We always connected on Fathers Day, Thanksgiving and Christmas.

My condolences to the family.  I am so happy that I was given the pleasure of meeting a person like Jamie.   I was an Enforcement Supervisor with the U. S. Equal Employment Opportunity Commission and transferred to the Philadelphia District in 2020.  Shortly thereafter, I was assigned to the Baltimore Field Office.  Jamie made me feel welcome and it didn't take me long to discover that he was a highly skilled investigator.  I remember while working on a detail in the Baltimore Field Office I received calls from complainants, employers, attorneys, and stakeholders. Any calls I received about Jamie's cases were always positive and they all had kind words to say about him and the quality of his work.    Jamie was always willing to help his peers, interns and take on additional cases or inquires.  Why do the good ones have to go so soon? He will be missed by his Baltimore Family.

Ocean City, family reunions in your beautiful backyard and most recently the time I had with you at the cabin. I miss you dearly. Your spirit was so bright and your story telling was beyond! I am so grateful to call you my uncle. I miss you dearly. This isn't goodbye. This is until we meet again. Heaven has gained another angel. I love you.

It's impossible to forget a great Hockey Dad and an even nicer man.  Always with a smile on his face and happy to help in any capacity.  The hockey community will miss Jamie immensely and sends prayers to the entire Norris Family.

I am so sorry to hear about Jamie. He was lucky to have had such loving parents and siblings. I can remember when he was born. I did not know Jamie in his adult years, I have known his older brother Steve since we were five years old.  My condolences and heartfelt thoughts are with the entire Norris family.

My heart goes out to the Norris family during these difficult times. Jamie was a second father to me for years and things will be so different without him. he will be missed so much. You could always count on him for a smile and a laugh. His loss is so devastating but his legacy will be carried on by the Norris boys. 



I remember when Jaime and Shelley met at the Mount and sometimes they’d argue like the soap opera Days of our lives,I would call them Bo and Hope. And later I was able to attend their wedding.

Words cannot describe the heartache a loved one is going through after hearing the news. If anyone knew Uncle Jamie he was the life of the party he always had a way of making you laugh. You never knew what response he was going to have to anything, but he always made sure you would never forget it.  He was the best uncle anyone could ask for I will forever be grateful for all the times we shared.

  I can't tell you how sorry  Casey and I felt once we got the news of your dad's passing.  We met Jamie from one of the 1st hockey tournaments he arranged via  Jim Semetti. I can honestly tell you that the 1st time i met your dad that his infectious personality drew us close from the beginning.  What a great man.  We spoke a couple of years ago and we were talking about getting the boys back together once they graduate.  He knew of some adult hockey tournaments.  I was actually waiting till this spring to reach out to him.  My thoughts and prayers are with you and your family. 

I attended High School with Jamie. He was a kind soul with an infectious smile. My thoughts and prayers are with the family.


The world is now a little less fun and joyful now that Jamie is gone.  We will all cherish our fun times with Jamie from childhood and beyond and our thoughts and prayers are with Michelle and the entire Norris family. 

Where does one start to express the profound joy of being part of Jamie’s life. I could write a book on the things we did and the conversations we had in our time together. Jamie and I first met when we were 9 years old and played on the same little league baseball team and played up through high school.

Jamie always had this way to make you feel special when talking with him and our conversations usually had us both crying in laughter reminiscing of the things we did and the people we grew up with. This is what I will miss the most and I am truly thankful for those memories.

Jamie had his uncanny ability to talk you into things that you knew probably weren’t the smartest things to do when we were in high school, but he always made it sound fun and you had a blast afterwards and I am glad I did them because those memories are priceless. You can ask my wife about Jamie in that he let her drive his dad’s car when she didn’t have her license around town in high school.

Jamie had a personality that was bigger than life itself and you wanted to be in his company anytime you could because he brought so much joy and laughter to everyone around him.

I can’t speak for everyone, but my life just got a little less funny and a little emptier. 

A friend I won’t forget, you’ll live always in our hearts.

I met Jamie and Dom when Dom was 3 years old.
Jamie was one of the nicest people I have ever met.
He always had a warm smile and a big hug for me.
He always had kind words for everyone.
A trip to Skate Frederick was not complete without seeing his smiling face.

           Jamie was a part of my life as long as can remember.  When I was little kid I couldn’t wait to see him, he was the coolest guy in my mind.  He always made time for me no matter what.  Our relationship had many phases through the 30 years together.
          When my dad passed away at 20, he became like a father to me and was there for me no matter.  I am a better man because of my relationship with him.   When he found out I was going to be a dad, he was so excited.           Recently he let me know how much he cared about me, how proud he was of the man I’ve become and that I’d be be great father. 
           Jamie’s smile, laugh and love will be with me forever.   I’ll do my best to keep making him proud by being the best dad I can be to our little Naomi.

My uncle Jamie was one of the best uncles I could have asked for. He was always the one to make anyone laugh and smile as soon as you met him. I didn’t get the chance to spend a lot of time with him but when I did he acted as if we had seen each other everyday. He was always the one to give a big hug, welcome you, and leave you with hilarious lasting memories. I will forever miss him and remember him. ❤️

Jamie was like a second dad to me. He looked out for me, cared about what I had on my mind, drove dom and I everywhere when we were kids, and was always welcoming when I would just casually walk into his house without knocking. He would always drive dom and I to go play pond hockey in the winter time when we were younger.  Even called the fire department to see if they could hose down the ice after we skated on it for like 12 hours. He helped me become a better hockey player by  helping me navigate where to play for junior hockey, even watched my games when I no longer played for Frederick. Not because he had to watch but because wanted to watch. That always meant a lot to me. He was always a positive person  and texted me during pens games.  One of the last things he said to me in person was that he was proud of me. I’ll never forget that and always be grateful and hold a big amount of love for the countless time I spent with him making unforgettable memories.

My dad was the best man I’ve ever met. He got me and my brother started on golf at the peak of Covid in 2020. Being the competitive sports family we are, me and dom HAD to be good. We will never stop sports cause my dad never did and would never want us too. Even with a bad hip he’s was still standing out their swinging in the cold. I love you dad and your family misses you so so much. 

Jamie was my friend, our relationship was simple, we talked hockey and family and that was pretty much it.  He had a wonderful way of making everyone feel special.  I coached his boys (and Liv) on their HS hockey team and he and Michelle were our biggest supporters.  I will miss him, that big smile, always a big hug and that way he made me feel special.

His last text to me said simply:  "I am so very thankful for our friendship."

Jamie was a great co-worker and an amazing champion of civil rights.  I truly enjoyed working with him both because of his personality and also because his investigations were outstanding and helped me tremendously in court. He was also an inspiration to me as a father. The first time he told me how much driving he did for hockey I just about fell out of my chair, but a few short years later I found myself going to Texas for my son's robotics. My life is permanently better because I met Jamie.
