Richard Andrew Fulcher, 83, passed away on January 26, 2017 in Bella Vista, Arkansas. He was born on May 14, 1933 in St. Paul, Minnesota to the late Warren C. and Jane Armson Fulcher. He served his country in the United States Navy, and was a graduate of the University of Texas, Austin, Texas. Richard played an excellent game of chess and enjoyed bridge, but Workers' Compensation Law and it's use in aiding injured workers and their families consumed his professional life as the Northern Regional Director of the Texas Industrial Accident Board. He was dedicated to making a real difference to those claimants who needed an unbiased and knowledgeable advocate. He is survived by his wife of 46 years, Argan Robinson (Sam) Fulcher of Bentonville, Arkansas; son, Greg Ellis Fulcher and wife, Trina Lieberer of Guam; daughter, Vanessa Fulcher-Siahmakoun and husband, Farzad of Bella Vista; brother, Charles W. Fulcher and wife, Joy of Dallas, Texas; and numerous nieces and nephews. He was preceded in death by his parents and elder brother, Jack C. Fulcher, Sr.
