Larry was born in Houston on July 23, 1947, son of Marian DeGeorge Carnes and Lawrence R Carnes Sr. He is survived by his wife Carla, daughter's, Dori and Jennie and six grandchildren (Belle, Elle, Andy, Mina, Penelope and Gabe), brothers Kevin and Craig and sister Dorothy. He graduated from Austin High School in Houston 1966. He served in the US Army as a commissioned officer and married his first wife, Isabelle. After military service he received degrees from San Jacinto College, University of Houston and St Edwards University. He began his career in public service with the Texas Department of Public Welfare. He became the State Food Stamp Progam Director and later held federal leadership positions at USDA, Health & Human Services and General Services Administration. While living in our nation's capitol he married Carla.
Retiring in 1999 in Washington, DC, he returned to Texas where he did systems consulting. He's served on many boards and commissions including Catholic Charities, Habitat for Humanity, a special utility district, a women's crisis center, a hospital trustee, a housing authority commissioner, a school board member and more. He served as a Catholic lay minister at St Elizabeth's, St Cecilia Church and several other parishes. He viewed faith, family and education as most valuable assets. He enjoyed fishing, art, music, hiking and traveling the globe. He often said, “all we have are gifts from God”.
Funeral arrangements are being made by Calvary Hill Dallas Funeral Home and will be inurned at the National Cemetery in Dallas.
In lieu of flowers, memorial contributions may be given to Habitat for Humanity or Catholic Relief Services."
