Douglas (“Doug”) was born in Pittsburgh, PA, in 1946 to R. Keith and Jeannetta Tobin and grew up in Hempfield Township, PA, where he graduated from Hempfield Area High School in 1963. A member of the Tau Kappa Epsilon fraternity, he graduated with a B.A. in Biology from Albion College in 1967 and a Masters in Industrial and Labor Relations from Michigan State University in 1969. That same year, he was drafted into the United States Army, where he served as a Chaplain’s Assistant at Ft Leonard Wood, Missouri.
For over 30 years, Doug worked for the Pennsylvania Department of Transportation, during which time he served as the Director of the Bureau of Motor Vehicles and the Director of the Bureau of Drivers Licensing, successfully modernizing the Commonwealth’s driver’s license. He also served as the Region 1 President of the American Association of Motor Vehicle Administrators and worked on nationally acclaimed innovative solutions in the Bureau of Design.
In retirement, he devoted himself to grandparenting, volunteering with the Cumberland County Democratic Committee, and enjoyed travelling to Ireland and the United Kingdom with his first wife and eldest grandson. A family man first and foremost, Doug also had a passion for genealogy and the discovery and preservation of family history. He was an avid reader, history buff, and musicophile and could often be found cheering on the Steelers or MSU.
Doug was preceded in death by his father, R. Keith Tobin; his mother, Jeannetta Tobin; his beloved wife of 43 years, Elizabeth Schuck Tobin (“Lizzie”); and his step-daughter, Penny Caufman.
He is survived by his wife, Sandra Hardy Tobin (“Sandy”); his daughters and their husbands, Laura Tobin Goddard (John Goddard) of Enola, PA, and Charity (Fredric) Rodriguez of Lancaster, PA; his grandchildren, Skyler Carpenter-Tobin, Marleigh Carpenter, Grace Goddard, and Mia and Ian Rodriguez; his brothers and their wives, Bruce (Kathleen) Tobin and Wallace (Denise) Tobin; his cousins, Dann Tobin, Fred Tobin, Doug Kline, and Navyne Kline; his step-children and spouses, Stacey (Joe) Godbold and Norman (Cathy) Updegraff; his mother-in-law, Clara Crousore; his 9 step-grandchildren and 20 step-great-grandchildren; and his nephews, nieces, brothers-in-law, and sisters-in-law.
A viewing will be held on Friday, October 4, 2024, from 10:00 – 11:00 am at the Neill Funeral Home, 340 Market St, Camp Hill, followed by the funeral service at 11:00 am. A graveside service will follow at Rolling Green Cemetery in Camp Hill.
