Her parents moved to Oakwood, Texas shortly after her birth. She moved to the Buckner Children's Home in Dallas, Texas at the age of 8 after the death of her parents at age 4 and 8. She graduated from the Buckner High School in 1947 at the age of 16 and moved to Corpus Christi where she worked for the Southwestern Bell Telephone Company as a telephone operator and later for an insurance agency while attending night school at the University of Corpus Christi.
In 1949, Billie moved to Houston, Texas, working for McKesson & Robbins and in 1950, for the Sam Houston Life Insurance Company as a Secretary to the Executive Vice President and later President. She attended night school at South Texas College. She worked there for many years, but her most loved job was her work from 1989 to 2004 for Mark Edwin Andrews, Attorney and oilman and his wife, Lavone' Dickensheets Andrews, architect. She kept books on an oil company, a limited partnership, a castle in Ireland, and on Irish Whiskey.
Billie joined South Main Baptist Church in 1959 and taught 1st grade Sunday School. She was also Girls' Auxiliary (Girls' in Action) counselor for 14 years. She was an active member there for 63 years.
She was married to Charles Foster Oakley from 1956 to 1963 and had one son, Stuart Foster Oakley in 1958.
She married Harold Edward Selke on January 24, 1967 and had one daughter, Amy Selke in 1971.
In 1995, Billie joined the Blue Bird Circle, a charitable organization that benefits The Blue Bird Circle Clinic for Pediatric Neurology, The Developmental Neurogenetics Laboratory, and the Rhett Center in Houston, Texas. She served the Blue Bird Circle with all her gifts and talents until her death.
She was a member of the Coterie of Houston for many years, joining in 1995. The women gather to promote interest in and knowledge of the Arts and enjoy lifelong friendships.
In 2004, Billie joined the Salvation Army Women's Auxiliary, volunteering there to benefit The Salvation Army in the Greater Houston Area Command.
Billie was a faithful wife, mother and friend. He favorite things were bridge, theater, being with friends and her grandsons. She was preceded in death by her husband of 51 years, Harold Edward Selke; her brothers Byron Earl Campbell and Jay Edmond Campbell; and by her sons, Stuart Foster Oakley and Kenneth Wayne Selke.
She is survived by her son Harold Edward Selke, Jr, wife Donna Seal Selke and by her daughter Amy Selke McCay, husband Tim. She is also survived by three grandsons, Bradley Edward Selke, wife Meghan, Timothy Edward McCay and Jonathan Stuart McCay.
A memorial service will be held at 10:00 am, Saturday, April 9 at South Main Baptist Church, 4100 South Main Street, Houston, Texas, 77002.
