He attended St. Joseph Catholic School, Baytown Junior High School, and finally graduating from Robert E. Lee High School. After graduation, he began a career as a Pipe Fitter Welder and eventually progressed into the role of Mechanical Planner where he retired from Lubrizol in 2013 after working for almost 40 years.
He lived his entire life in Baytown, Texas until he earned his wings on December 12, 2023.
On November 20, 1971, he married the love of his life, Sylvia and together they raised three children.
Frank was a faithful member of St. Joseph Catholic Church in Baytown.
Frank can best be described as having a contagious smile, selfless, kind-hearted, loving, and always the life of the party. It was safe to say he never met a stranger.
Frank was most proud of the birth of his children and grandchildren. He enjoyed BBQing with his family cook team (The Texas Posse) in which they won countless awards but, he was most proud of their decades long winning streak for showmanship. He enjoyed being a Lifetime Member of the Houston Livestock Show and Rodeo Baytown/Highlands Metro Committee. He had a love for music that began with the band he started in high school. He would listen to country music, Motown and the oldies but goodies for hours. He also loved dancing and decorating for the holidays. Most importantly (to him) being The Dallas Cowboys BIGGEST fan!
Frank was met in Heaven by; his parents Francisco and Consuelo Chapa; his younger brother Guillermo "Willis" Chapa; his beloved four-legged friend Otis Chapa.
Frank leaves behind to cherish his memory; the love of his life and mother of his children, Sylvia Chapa; daughter Kimberly Chapa Scheffler and her husband Keith; daughter Cynthia Chapa Frazier and her husband Christopher; son Joshua Alan Chapa and his wife Taryn; brothers Leopoldo Chapa and John Chapa; sister Anna Garcia; grandchildren Charlie Elizabeth Frazier, Sammie Elise Frazier, Alexia Espinoza, Kyle Elias Scheffler, Jedidiah Anthony Chapa and Oliver James Philip Chapa.
