Cindy was preceded in death by her son, Joshua Foxhoven, sister, Carol Estrada, and her parents, Dorothy Wilhelm and Max Irwin. She is survived by her daughters, Ashley Garcia of Haines City, Florida and Valerie Foxhoven of Des Moines, Iowa, sister, Carla Chipp of Des Moines, Iowa, step-father, Leo Wilhelm of Fernandina Beach, Florida, grandchildren: Christian Ortega, Daniel Figueroa, Jessica Garcia all of Haines City, Florida, and Jordan Foxhoven of Des Moines, Iowa, and many nieces and nephews.
A graveside service will be held on Thursday, April 28, 2022, at 11:30 at Glendale Cemetery in Des Moines, Iowa.
